Short Description
Purpose: The Division of Accountability’s Monitoring Unit (MU) conducts independent fiscal and program monitoring of grantee activities.

The monitoring process is designed to improve a grantee’s accountability, while assessing compliance with State and federal rules, regulations and requirements; compliance with the grant agreement; maintenance of proper accounting records; propriety of grant fund expenditures, compliance with reporting requirements and adherence to program goals and objectives.

Grantee Requirement: The grantee is required to fully comply with all requests from the MU regarding the grantee's fulfillment of the grant agreement.

Grantee Compliance: At the conclusion of a monitoring review, the MU will issue a report to the grantee which will either release the grantee from the monitoring review or require additional information from the grantee to evaluate full compliance.  The grantee is required to respond fully to any requests by the MU.

Grantee Non-compliance: If the grantee does not respond and/or does not respond in a timely manner to MU requests, the grantee's cash and future funding may be suspended and/or the grantee will be referred to Legal for further action.

Monitoring Types: Monitoring will include fiscal monitoring of the financial record keeping, documentation, and control structures for the activities of a grantee and program monitoring to assess grantee compliance with the grant agreement and applicable State and federal regulations.  Program monitoring may include activities such as testing expenditures for allowability, reviewing supporting documentation, verifying performance outcomes, and/or evaluating subrecipient eligibility for program funds.

Monitoring involves a variety of activities, each tailored to a grantee’s specific situation, funding method and/or funding source.
