DCEO Performance Goals: DCEO goals relate to improving and enhancing the economic development of the State of Illinois. These goals are defined by the DCEO Mission Statement and its six identified priorities:

The Department of Commerce & Economic Opportunity (DCEO) is the lead state agency responsible for improving Illinois' competitiveness in the global economy. Guided by an innovative regional approach, DCEO administers a wide range of economic and workforce development programs, services and initiatives designed to create and retain high quality jobs and build strong communities. DCEO leads the Illinois economic development process, in partnership with businesses, local governments, workers and families.

All actions performed and all performance measured by DCEO relate to the mission and priorities as stated above.

DCEO External Performance Reporting Requirements: DCEO participates in the annual Comptroller’s Public Accountability Report (PAR). The Comptroller’s Report utilizes selected performance measures and budget information from every DCEO Bureau and is published and made available to the public. All performance measures utilized in these reports are established by DCEO Bureaus and are specifically developed to capture program accomplishment(s).  Additionally, and in keeping with the Opportunity Returns Regional focus, DCEO programs report GOMB performance measures not only as statewide totals, but also as ten discrete regional totals, one total for each Opportunity Returns region.  DCEO Bureaus offering federally-funded services are required to submit reports to the federal agency from which they receive funds.

DCEO Internal Performance Reporting Requirements:  In addition to fulfilling our performance reporting requirement(s) to outside agencies, the careful review and analysis of program performance provides DCEO managers with valuable feedback into the relative success of program accomplishments.  The insight provided through review and analysis of performance can lead to improved program delivery, establish the need for additional management oversight, assist in effective use of human resources, plan for a more balanced annual workflow and reveal other program improvement ideas.

Grantee Requirements:  In order to report performance accurately, all DCEO Bureaus must work closely with their clients or grantees in collecting and maintaining “field-level” documentation of accomplishments related to agreements/grants from DCEO.  For instance, if the purpose of a DCEO grant is to train a specified number of persons, the grantee may be required to maintain verifiable sign-in sheets with the names of those persons to whom training was extended.  All such supporting documentation should be maintained in accordance with the Records-Retention requirements of the DCEO agreement. A grantee reporting mechanism with clear reporting and document retention requirements for all performance reporting requirements will be clearly communicated to the grantee.
